Tropical cyclone Meari (local name Falcon) triggered heavy flooding in Central Luzon and four other regions in Luzon Island. Some 1,700,085 persons coming from 370,459 families were affected by this flooding event. Direct economic costs as a result of the floods reached EUR9.7 million, affecting mostly the agriculture sector. The floods spawned by Meari came in the heels of the floods in Central Mindanao and the flashflood that hit Davao City. The series of disasters left the government in need of external assistance. Immediately prior to the Central Luzon floods, a training on ecosystem management and restoration was conducted by the PfR programme. The training included a field visit of flood-prone areas in Pampanga. The design of this Action incorporated some elements of EMR The objective of the project is to guarantee access by targeted vulnerable households severely affected by flooding to life-saving food or cash assistance and support to basic DRR activities. This will be achieved through the following key result areas:

  1. Targeted vulnerable households have received activity-linked food or cash assistance
  2. Targeted communities have received DRR training and have formulated simple DRR plans
