ACCORD’s Typhoon Yolanda Response aims to serve the most underserved 
communities and highly vulnerable groups in the islands of Leyte and Panay by:
 
(1) providing life-saving food and emergency shelter support in the emergency phase
(2) providing risk- proofed shelter and livelihoods support to facilitate recovery
(3) building capacity for ecosystem-based disaster risk reduction and climate change adaptation of targeted communities and municipalities
