The poorest countries of the world, such as the Philippines, are bearing the brunt of an increased likelihood and more intense hazards.  Likewise, the poorest and most vulnerable communities are the ones likely to suffer from the negative effects of these hazards intensified by climate change and ecosystem degradation.  Yet, development initiatives intended for them are set back by recurring disaster events.

Disasters destroy lives, properties and livelihoods.  The very means they need to recover are lost when disasters strike poor communities.  How do we protect livelihoods, shelters and people’s lives from recurring disasters? How can communities become resilient?
