Disasters may also bring opportunities. When disasters happen, there is often an influx of both local and international support for emergency response and recovery. Apart from aid, these opportunities also come in the form of lessons to be learned and a heightened interest on preparedness and risk reduction. In high risk areas frequently affected by disasters, and where development initiatives are wanting, these opportunities must be maximized, and emergency response be viewed as a jumpstart to longer-term development initiatives. The design and implementation of response and recovery activities such as livelihoods, shelter and water, sanitation and hygiene (WASH) should incorporate risk reduction measures to protect these resources, and at the same time ensure that these do not contribute to worsening the vulnerabilities of the communities.
