CARE was implementing an emergency response project in Central Luzon Region in response to tropical cyclone Falcon (international name Meari) when two successive typhoons, Pedring (Nesat) and Quiel (Nalgae), affected the same region, as well as Ilocos, Cordillera, Cagayan Valley and National Capital regions. Nesat and Nalgae affected over 4 million persons: some 3 million for Nesat and over 1 million for Nalgae. Total direct damages caused by Nesat alone stand at EUR262.5 million. Damage to the agriculture sector is placed at EUR224 million or 85 percent of total direct damages. Rice in flowering stage, and corn and other crops scheduled for harvesting in October were lost due to strong winds and to flooding. This undermined the food security of several thousands of affected farmers who depend on agriculture for their livelihood and survival. The N&N Project builds on and scales up the Meari Project. The objective of the N&N project is to guarantee access by targeted vulnerable households severely affected by typhoons and floods to food assistance, emergency livelihood and WASH services that incorporate DRR. The objective will be achieved through key results:

  1. Targeted vulnerable households have received activity-linked food or cash assistance
  2. Targeted communities have received WASH services incorporating DRR
  3. Targeted communities have received DRR training and have formulated DRR plans
