Global Alliance for Integrated Risk Management (2011-2020)

The Partners for Resilience (PfR) was a pioneering global alliance aimed at helping vulnerable communities strengthen their capacities to handle natural disasters, climate change, and environmental degradation.

In the Philippines, the program promoted the **Integrated Risk Management (IRM)** approach as a comprehensive methodology to build resilient communities.

  • Alliance Partners: CARE Nederland (with ACCORD), Wetlands International, Netherlands Red Cross, Red Cross Climate Centre, Cordaid, and the Philippine Red Cross.
  • Approach: Integrated Risk Management (DRR + CCA + EMR)

The Integrated Risk Management (IRM) Core

Rather than treating disasters, climate change, and ecosystem decline as separate problems, PfR demonstrated that long-term resilience is achieved by bringing three disciplines together:

  • Disaster Risk Reduction (DRR): Reducing vulnerabilities and securing household assets against immediate shocks.
  • Climate Change Adaptation (CCA): Preparing for and adapting to shifting weather patterns, sea-level rise, and extreme weather events.
  • Ecosystem Management and Restoration (EMR): Protecting and restoring ecosystems (like watersheds and mangroves) that act as natural protective buffers and sustain local livelihoods.
